As traditionally a special public welfare service, funeral involves not only civil administrative matters under the state supervision, concerning about the encoffining and the burial of the dead. But also, It is a complex work of social reformation to renovate the funeral traditions, in which several tasks as mind-changing, custom-adapting and service-supervising are included. Hence, other than the beneficial results of this industry, we conventionally cared more about its social significance on public welfare. But its mercantilism should not be neglected. In fact, this reformations or renovation of such as the executive system, operating system, and the distributive system being taking place in this area, are to have closer and closer connection to those changing market elements as material resources, capital and laboring. The market-oriented economy is having greater influence on the traditional funeral industry. In several cities of Hunan province, non-state economy forces had been allowed to invest the funeral industry, this has changed the status quo of government monopoly in this area. It also has brought to the funeral industry itself a great challenge of how to promote the reformation of both its administrative system and services to contribute the construction of a more harmonious society.So far compared with the other provinces, the funeral reformation level of Hunan listed the 2nd counting backwards. The reason of which lies in many aspects as systematical, governmental, conventional and epistemic etc. And the existing disadvantages are specified in : the lack of funeral facilities; the improper combination of the funeral parlor and cremation; the difficulties and disorder in the enforcement of the Funeral law; the antiquated funeral customs; etc. Therefore, keys to these problems should be such as: the reformation of current funeral administrative system; strengthening the enforcement of the Funeral law; attracting more investments into the industry; cultivating and encouraging a more civilized funeral culture; and focusing more on the funeral consumption.
