Life and death is a necessary link for the people to overcome.It is the basic physiological needs of human beings to rise,live and die.Therefore,funeral and interment services are important matters related to people’s livelihood,and directly related to the vital interests of the people.With the development and progress of the society and the strengthening of the government’s financial resources,the funeral and interment industry has been greatly developed,to a certain extent,to meet the needs of the funeral and interment of the people.However,there are still some problems that can not be ignored in the service of funeral and interment.The phenomenon of "unable to afford to die" has become a serious social problem.There are many problems in funeral and interment service units,such as lack of standard fees,strong buying and selling,lack of quality in funeral services,efficiency,convenience and diversity,etc.Therefore,it is imperative to carry out the public service of funeral and interment and carry out the reform of the management system of funeral and interment.This article uses the method of literature analysis,case analysis and investigation interview.Based on the theory of service-oriented government,taking the public service funeral service in X village of Kuandian County as an example,we can understand the effect of the reform,reflect on the implementation of the problem and summarize the reasons for the hindered.At the same time,I visited Kuandian County Civil Affairs Department,the leaders and specific workers involved in funeral services,and the Civil Affairs Directors and staff members of the subordinate towns.In view of how to give play to the function of the grassroots funeral and burial institutions,the practical and feasible countermeasures are put forward.In the process of transition from a managed government to a service-oriented government in China,maintaining the public welfare of the funeral industry plays an important role in maintaining the legitimate rights and interests of the people and safeguarding social stability.Optimizing funeral services and realizing its public welfare will help standardize funerals.The service market will help optimize government service functions and improve the level of public services.Kuandian Manchu Autonomous County governments at all levels must attach great importance to this.The implementation of the public service of funeral services will cause problems such as "comedy monopoly" and"burial and profits " to be solved,and people’s complaints of "death" will be solved.Optimization of funeral services in other regions provides experience.
