Endowment Insurance System (EIS), which is an important part of social insurance system, affects the stability of reform and development, and even has a direct effect on the stability of economic development and social harmony. As government is the main supplier and plays a leading role, if we want to improve the EIS and realize its functions, the government action must be standardized and orientated in scientific ways.At present EIS in China includes two aspects: One is basic, and the other is supplementary. As an important part in our country, EIS has been playing an important and positive role in strengthening ,developing and stabilizing our socialism system, but there still exist some problems, that is, EIS shows the character of distinct"duality between town and city", and lacks policies to the peasants who have been working in the city and those whose land is levied, at the same time EIS faces great stress because of aging of population and advancing retire ages in the transformed enterprise. It's necessary for government to intervene EIS, however, while the government acts as an important part, there still exist some problems in performing its duties, such as supervising legislation and controlling.Government has an important effect that can't be replaced on EIS, which is proved by the foreign governments intervene. The main role of government is policy-leading, legislating, organizing to supply, supervising and management. As the development of everything is relative, market has its own limits and so does the government .These limits themselves show there are drawbacks when the government use its power to overcome the market and the family endowment effectively. At the same time, the limits of its non-market have a negative effect on the EIS.Of course the government action must be effective, limited and responsible.
