Research On The Government Function Of Tonghua Rural Endowment Insurance

In recent years,the acceleration of the aging population has brought many problems,among which the problem of rural social endowment insurance has become more and more prominent.At present,the national state-owned and collective enterprises,some foreign enterprises and some private enterprises have achieved the basic coverage of endowment insurance.Since the “dual track merger”,civil servants and staff of public institutions has been incorporated into the social endowment insurance category,the merger measures have been fully implemented.In a comprehensive view,the problem of rural population has not been solved,this unsolved problem would neither make the rural population achieve their pension rights,nor carry out the basic principles of social security rights,and even worse to solve the "three rural issues",to eliminate the gap between urban and rural areas,the realization of common prosperity.Therefore,the "13th Five-Year" planning has put forward from the importance of pension industry development from the top design level,attaches great importance to development of the pension industry in rural areas,which has important significance to the market economic system reform,development and social stability.At present,the widely concerned reform of rural pension system has begun to enter the implementation stage,the country according to the "13th Five-Year" plan,put forward their own supporting policies and measures.Among them,the Tonghua municipal government has always paid more attention to the use of government function,the current financial policy of the government has taken the providing financial support for the establishment of social security system as an important part and a government behavior.This paper takes the rural endowment insurance in the city Tonghua in Jilin Province as the research object,through the investigation and research of policies andmeasures taken in rural pension insurance in Tonghua,to determine the function of the government on the rural pension problems.Taking the long-term planning and policies of rural endowment insurance in Tonghua city as a case,we found several problems: the existence of the policy planning is not in place,financial support,organizational procedures and funding management are disordered,lace of structure.Based on the above research and findings,from the perspective of system design,policy support,economic support,this paper put forward the feasible suggestions to solve the problems of local rural social endowment insurance,using the reference of social security welfare state theory,and considering the use of “three-in-one” development ideas of legislation to protect,service type government and financial support.Thereby,to promote the reform of rural endowment insurance effectively,make an inventory of resources,innovative rural pension services,and further improve the development of the rural social security system under the lead of government.
