The County Administrative Division In Chongqing And Its Alteration Found On The Angle Of Regional Economics

The topic of the reform of administrative division has already become a focus in the domestic administrative management system reform discussion at present, which evolves from the concern and discussion of the alteration of provincial administrative division and originates from the unreasonable present administrative division. Further exploration of the unreasonable present administrative division indicates that the development of the modern society has greatly changed the economic basis; while administrative division, one of the most important part of the superstructure, inevitably reveals the problems. From this point, the author chooses to discuss the rationality of administrative division from the angle of economy promotion. For a detailed analysis, the study discusses the county administrative division and its alteration instead of the provincial administrative division, in consideration of the fundamental function of county administrative division, the particularity and real situation of Chongqing. This paper refers to extensive academic literature of administrative division and regional economic, and forms its own research framework. The first part of the study reviews the history and analyzed and present situation of county administrative division in Chongqing. The former generates the inevitability from the introduction of every historical stages; the latter particularly compares the area, population and the potential difference between the area and population, and tries to find out the shortage of the present structure. The second part analyzes the economic development of counties in Chongqing, which is the basis of alteration of county administrative division in Chongqing from the regional economics visual angle. This analysis introduces the general situation of counties'economy, estimates the economic level using the principal component analysis, and analyzes the influence of administrative division. The third part proposes the design of alteration of county administrative division in Chongqing. From the experience and problems of former alteration of administrative division, and on the four estimation principles of regional economic, this design suggests the basic notion and steps of the reform, which includes: to insure the harmonious regional economy and regulate the name of administrative divisions; to theoretically confirm the administrative divisions according to the development of regional economy; to alter the administrative divisions in the demand of the development of regional economy ; to carry out the alteration respectively in each division. This study highlights the alteration of some administrative divisions and their administrative centers, in order to promote county economy.
