The administrative division system of county level in our country has a long history. Since the system of prefectures and counties in the Qin Dynasty, county is one of the most basic and the most stable economic units. “County governed, whiles the world security.” There is a direct link between the development of county economy and the country’s stability and development. After the establishment of the People’s Republic of China, especially in the nearly 30 years since the policy of reform and opening up, the county economy in our country has made great achievements, continuous economic development, the county economy has become an serious and important force to the mainstream in the development of the national economy. Nevertheless, there are still some problems in the development of our county’s economic, and many scholars have studied with it; at the same time, the scholars pay attentions to continuous improvement of the system of administrative division, along with the development of Chinese counties.The early of the establishment of the People’s Republic of China, we set area administrative office to govern the fair in county. In late 1980 s, China began to implement the system of prefecture level city; many regions have changed into city construction system, then, the “city-governing-county” system quickly spread to the whole country. Along with social progress and economic development, the old “city-governing-county” system has some shortcomings, “province- governing-county” system emerge as the times require. In recent years, with the deepening of our economic system reform and political system reform, the government and the academic circles pay more and more attention to the administrative division system of the transformation problem. The “strengthening of county authority” policy and the “Withdrawing the County to set District” policy, became the focus of scholars argue repeatedly; and among them, the “Withdrawing the County to set District” policy is closely linked with the urban economic circle, medium city construction, large city construction. Therefore, how was the “Withdrawing the County to set District” policy formed after “city-governing-county” system going wrong? What is the effect of the current “province- governing-county” system? Should the “Withdrawing the County to set District” be give extended application? It’s essential to farther discuss these problems.In this paper, the evolution of related policies for the development of county economy had been made a comb; the author analyzed the original reasons of the policy, connotation, policy system development process, the typical model and exposed problems of the “city-governing-county” system, the “province- governing-county” system, the “strengthening of county authority” policy and the “Withdrawing the County to set District” policy. At the same time, theories and literature on the development of county economy had been made a review. Qualitative analysis of this paper focus on the effect of the “Withdrawing the County to set District” policy towards the regional economic development, and the quantitative analysis of the “Withdrawing the County to set District” policy on regional economic growth. Finally draw a conclusion that the “Withdrawing the County to set District” policy can promote the development of regional economic integration, further promote the process of urbanization; be conducive to play the role of central cities in the capital accumulation, talent agglomeration, agglomeration of the technology advantage, improve the central city in terms of resource allocation efficiency, reducing internal friction between the cities of resources and so on.
