As a means of communication between the government and the citizens, the reception of citizens' complaints has been attached much importance to by generations of China's leaders. However, due to the ambiguity of the laws and deficiencies of the operational system, the system for the reception of citizens'complaints, which has been practiced in China for over half a century, is facing the choices of systematic reforms and reconsiderations. Based on the social problems mirrored by the citizens' complaints through various channels in Zhejiang province during the recent years, this article is to analyze the current situation and the deficiency of the reception of citizens'complaints, as well as the political and cultural background concealed behind. Referring to the practices in Hong Kong, South Korea, and Canada, this article is also to discuss its value of existence, the measures to reform, orient, and to exert its effectiveness, so that to control the development of social problems, and to make it an efficient way for the citizens to participate in the governmental management.
