Governments and enterprises all over the world have attached great importance to the human resources management. Enterprises in China are dealing with various problems arising from the human resources management in the course of establishing socialist market economy. With the further reform and opening-up , and the entry into WTO, today's China is experiencing great changes and facing great challenges. Enterprises in China are facing more intense competition from home and abroad. How to strengthen the competitive power remains to be answered by all the small and medium enterprises.Market economy and the economy globalization fuel the competition of talents. Entry into WTO brings about opportunities and challenges. Human resources management should take on a new look with all the new theories and ideas in the new situation.Currently, most enterprises pertain to small and medium enterprise in China, which face the tremendous pressure from overseas and domestic market, for their small scale, low-grade technological products, and employees with poor qualities. There are several researches in accordance with human resource management (HRM) of small and medium enterprises in our country, but few on HRM of SME. There are many problems to settle in the course of small and medium enterprise development. But the settlement of the human resource management problem is the final and decisive role of the small and medium enterprise. It is exactly based on the problem of human resource management of small and medium .The paper focuses on the human resources management in the state-owned enterprises, illustrates and analyses the problems and reasons in the human resources management. The author is in a large amount of research from the domestic and international expert and technological achievement and on the basis of ones that investigate deeply, concentrating on probing into the relevant problem and practice choice of human resource management of small and medium enterprise.
