Study On Producers' Responsibility For The "Three Guarantees" Of Products

The "three guarantees" system, which is the legal foundation for producers in our country to undertake the "three guarantees" responsibility, has had a history of 18 years development since its emergence. However, the system itself has the congenital deficiency, which can hardly be overcome, because it was first built up during the transitional period from the planned economy to market economy. With the continuous development and maturation, the system has shown its disadvantages in different ways. Based on the belief that producers are responsible for "three guarantees", this article firstly elaborates on the detailed legal responsibilities that producers are to commit to shoulder, then some of the related basic laws and regulations, so as to have a general review of the history of the system, and finally lists inadequacy in laws to ensure the system, the root causes, and the suggestions to perfect it.
