The article is about the research of the primary level leaders' needs structure and motivation means in Shi Zuishan, Ling Shi, and Wu Xi, which is under the Maslow's Hierarchy of Needs Theory by the self-made questionnaires. The following topics are what I found through the research.1. The self-made primary level leaders' needs structure questionnaire is of good reliability and fair validity. Through the method of explore factor analysis, it comes that the primary level leaders' needs structure consists of six needs: the basic needs, the relaxation needs, the security needs, the social needs, the esteem needs, and the development needs.2. The intense degree for the six needs is like this: the social needs and the security needs, the esteem needs, the basic needs and the relaxation needs, the development needs.3. The primary level leaders' needs are different in such variables as sex, age, working years, administrative rank and area.4. The self-made primary level leaders' motivation means questionnaire is of good reliability and fair validity. Through the method of explore factor analysis, I reached the conclusion that there are five kinds of motivation types: the material motivation, the time motivation, the security motivation, the social motivation, the working motivation.5. By the investigation, it proved that the security motivation and the social motivation are the first important, the material motivation and the working motivation are the second important and the time motivation is the least important.6. The five types of motivation are different in such variables as sex, age, working years, administrative rank and area.7. Needs is the efficient predicated variable to motivation means. To motivate from needs is an efficient way which is under the psychological discipline.In conclusion, the article will provide the relevant departments the psychologicalevidence which can assist them to learn the primary level leads' needs structure and adopt some pertinent motivation means to enhance the primary level leads' activities and life satisfaction.
