Harbors develop harbor trade to accomplish the innovation of operation pattern and to improve service function; under the situation that there is sever competence in transportation market, and the management pattern changes greatly. Thus, the development of harbor trade can meet customers' demand, heighten harbor enterprise competitive ability, and ensure the enterprise steady development. As far middle-small size harbors as concerned, they all have shortages including small hinterland, bad transportation conditions, small scale, and so on. Thus they face the disadvantages in the fierce competition, compared with the big harbors. Therefore, they should break through their former strait operation patterns, and endeavor to develop the harbor trade, which is very necessary and urgent for them.But middle-small size harbors should not imitate and compare blindly with the big harbors. They should seek a new development pattern of harbor trade which is fit for them, after an earnest analysis of harbor trade's characteristics, and the origin and flow of cargos around.The paper proposes a new pattern which is to build a harbor trade plat for the trade merchants for the middle-small size harbors, combined with the study of the advantages and disadvantages of them, after it analyses the common pattern of harbor trade. It also concludes the character, function, and operation structures. At last, with the connection of the theory with the practice, it analyzes the feasibility for Y port as a middle size harbor to build harbor trade plat, and gives a detailed programming including organization structure, construction procedure, logistics system, and information system for the trade plat of Y harbor.
