Performance appraisal, as the most important part of the human resource management, It is one of the most powerful means of the unit management. The purpose of the performance appraisal is to improve the efficiency of individual and to achieve the unit's goals. Research on performance appraisal of Yan Tai maritime Bureau has been done in this paper on the basis of the system analysis.This paper describes the ways and the principles of performance appraisal, in which the appliance of the performance appraisal in the management has been showed. Combining the inner and outer requirements of the management structure of the unit and avoiding the shortages in the present appraisal system and set the performance appraisal criteria of the whole bureau according to the analysis of the corporate theory.After confirming the standards of the staff performance appraisal, it is an important issue that how to apply it in practice. What this paper describes is to apply AHP and FUZZY in practice appraisal, design a research form of the Yan Tai maritime Bureau and put methods to one sector of this bureau. It proved to be a good method because of the good results. Finally, the paper puts forward to the course of the unit performance appraisal and the appliance results of performance appraisal.
