In this paper , the subcontract of Ling Ao Nuclear Power equipment is investigated and analyzed by Dongfang Boiler Company Ltd.(herenafter referred to as DBC) , with main contents of how to apply the method and skills of project management that has been established based on the publicly accepted managing theory into the operations as arrangement , planning and execution of the nuclear power project of DBC , so to reolve the specific problems encountered during project operation in the state-owned company huge like this.First of all, it is the key for whether success or failure for how to form a suitable project organization under the existing company's organization. Incoporating the researches by the relative project organization was finally adopted for shis nuclear power project, which has been testified as successful during its operation.Project planning is another key job.The relatively simple and easy-ti-operate chart method, instead of the currently popular but more complicate network skill planning , was used to work out the project plan fkr the nuclear power project of DBC.This just reflected the idea kf theory that must be incorporated with reality, which is quite important for putting project management theory into specific applications.As we know the project trace and control are the essential process of project management.In the process of trace and control of Ling Ao Nuclear Power Project jointly participated by DBC , FRA(a French Company)and the Owner(LAPIC),project control meetings were considered information and work out measures. The management of DBC responsible for the nuclear power project haschosen the manufacturing procedure and quality as the object of trace and control , and established an effective procedure and quality assurance system , overcome the severe manufacturing delay due t planning error and therefore , to eventually delivered the qualified products on time.While project planning , tracing and controlling , communication is quite necessary and important. The communication of nuclear power project includes those both inside and outside of the organization. Within the organization, a reverse"Y"shape communication channel was built and with the majorforms like instructions & report , meeting & individual communication helped by internal publications and propaganda column to make an effective information transmit. As for the external communication with FRA and LAPIC , based on the principle of early and positive communication , the project management has built a communication background of mutual trust for information transmit by means of the Contract specified meetings and mail exchange.The procurement and subcontract are still very important for nuclear power project.How to control the procedure and quality of those parts externally subcontracted during manufacturing is another key point for fulfilling the project. On the one hand ,the project management has been compoled, according to the particularity of nuclear power ,a program for procedure ,quality trace and control of the subcontract; on the other hand ,the subcontract has got the great concern and help from the leaders of higher level including those of the provincial government departments related .The successful subcontracting of nuclear power project has further extended the road of nuclear power localization , which made great sense far beyond its own value .Viewing from the overall project management structure ,the nuclear power project management of DBC has obvious limitations in respect to the risk and man...
