China's inland areas to accelerate the pace of economic construction, the need for adequate energy. To accelerate the pace of the Economic construction of China's inland areas, needs plenty of energy.Other way of energy(such as hydroelectric power, wind power and solar energy) limited by natural factors and other technical conditions,can not be Large-scale developed.Only nuclear power,as a kind of clean energy source,can not be restricted by other factors. it is very suitable for China's inland energy demand. However, siting nuclear power plant in China's inland areas, site boundary is likely to occur in the two provinces or the borders of the province(such as Jiangxi Pengze),and located at the border brought new problems, such as the nuclear emergency management.Currently, China's nuclear emergency response system is a three tiered management system, and is aiming at nuclear emergency management within province(autonomous region or municipality). The location selection of nuclear power will require simultaneously nuclear emergency management within two or more provinces.For example, Pengze nuclear power has no precedency in our country because its plume emergency planning zone cross over two provinces--Jiangxi and Anhui. However, in our current three-level management system, the synchronization of nuclear emergency management work in the aspects of Laws, regulations and mechanisms for many provinces is still not perfect. There is a lot of work to be done. Therefore, this paper which is based on this background will study the inter-provincial nuclear accident emergency management work.The idea of this paper is proposed on the basis of previous research and will use historical analysis method, comparative analysis method to discuss the view of the western countries and relevant international organizations in the field of nuclear security policies. We will also combine this idea with the actual situation of our country, study on the significance and inspiration.This paper is divided into seven chapters in the structure. The main contents covered are: research status at home and abroad of relating theory, basic theory of emergency management, emergency management of the nuclear status quo, relevant experience of foreign nuclear emergency management, trans-provincial nuclear accident difficulties faced by emergency management, building emergency management system and relevant recommendations of working mechanism of inter-provincial nuclear accident, further research and so on.The main content of the research include: an overview of the theory of public crisis and emergency management theory, the present situation of nuclear emergency management in China, the existing nuclear emergency management laws, regulations and operating mode and the effect of nuclear emergency management, the experience and enlightenment of foreign nuclear accident emergency management, the plight of nuclear accident emergency management across the provinces in China and to build nuclear accident emergency management system and working mechanism for ensuring adequate funding for nuclear accident emergency management across the province in China.Through theoretical research and case analysis, this paper is focusing on solving various problems in the nuclear accident emergency management across the provinces, mainly includes: Firstly, by building a "cross-regional nuclear accident emergency management center", all responsibilities of related provinces should be merged into the field of the three-level management system. Secondly, on the basis of perfecting the system, the mechanism of across-province nuclear accident emergency preparedness, emergency response and recovery after the accident must be promoted. Thirdly, the source, use and supervision of the provincial emergency reserve of nuclear accident need to be solved.
