Nowadays, the total number of JiLin elites is more than 1,540,000. Though it obviously increased a lot, comparing to other domestic developed provinces, it still has a long way to go. In the high-spread economic society, elites are still of serious shortage and we had to enlarge its dimension. Moreover, the existed elites structure is unable to meet the economic social development; the regional distribution, unit distribution and professional distribution of elites are unrationalized; high-level creative talents are short of needs; the lacking and aging problem of enterprise's technical and managing elites is grievous. Also, elites are in the condition of being kept long in stock and wasted; lacked but washed away; cultivated but not applied as well as being used inefficiently. According to the comparative analysis of JiLin's elites'resources, we can see clearly that there are far less elites to fulfill the adjustment and reformation of the old industrial base. The optimizing hasn't been done and the cultivation hasn't reached the optimum, either. How to solve the above problems has turned to be the premise of the strategy in revitalizing and reforming the old industrial bases. It is target to optimize, cultivate and devour the elites in the construction of JiLin's old industrial base. As sort of "resource", elites have to obey the market economic law to keep balance of supply and demand under the influence of market mechanisms to realize optimal combination and high-effective operation. The market-oriented allocation of elites resource is the allocating activity of elites resource, which is the changing process from government's instructed planning arrangement, that is the order between elites resources and itself—the obedient relationship to the voluntary trading between the employer and the elites resources.
