Economic forest is characterized by its economic, social and ecological function. In the last decay (1992-2002) economic forest area extends to 28000000ha ,adding by an average of 1300000ha a year, owning to it improving the environment and raising the income of farmers in China, but economic forest industry in Gaomi City, in the east of Shandong Province, develops in the opposite orientation, the area reducing and the quantity of economic products cutting down. Is economic forest industry not suitable to develop in Gaomi City ?An analysis on the environment and circumstance testifies that Gaomi City lies in the east of China where is the consummate district for exploiting economic forest by the term of natural conditions, such as temperature, precipitation, and in the center of group cities in Shandong peninsula which own perfect foundation, transportation system reaching all the metropolis , communication network associating with all the country of the world, food processing enterprises owning modern science and technology, and the like.Comparative Advantage Theory measures each town's field advantage in Gaomi City. The results predict that south towns have the highest degree followed by east and west towns' that are prior to north towns' advantage. Even in the north towns horticulture is advantageous to agriculture. Inter forest industry economic woods' benefit is 4-8 multiples of fast-growing and high-yielding forest on the same area.Nowadays under economic technological conditions the suitable scale of the horticultural farm is 0.6 ha, but the average scale of horticultural farm is only 0.3ha that reduces the profit of economic forest. The bigger horticultural farms that own l-2ha fields appear by the means of merging and trans-contracting approaches. The lack of public goods such as economic forest technologies limits horticulture development in Gaomi.In future the horticulture developing strategies are to educate agriculture talent, to standardize the product course, to build well-known brands and enterprises, to train horticultural peasants and to provide farmers with perfect policies and system.
