Study On Risk Management Of Government Investment Project In Yichun Forest Economic Industrial Park

The sustainable development of yichun’s traditional forest industry city reform makes it enter the reform and exploration stage in the exploration of new urban development mode and pattern of economic and social development.As the new pattern of economic and industrial development under the forest under the overall framework of "seven belts and one valley" takes shape day by day in Yichun city,the construction content of industrial park is regarded as the government’s initiative to drive the clustering and intensive development of economic enterprises under the forest.The construction of economic industrial park under the forest is of great value to attract large-scale enterprises and small and micro enterprises,which is also a method to promote the economic subject under the forest to form an industrial chain development model and intensive development mechanism.The large-scale development of Linxia economic industrial park has a very high cost investment demand,but at this stage,Yichun city lacks mature development experience in the construction and support of industrial park.Relevant government departments of Yichun city have deficiencies in the overall layout,project management,profit management and risk control of the project of Linxia Economic and Industrial Park,which seriously restricts the development process of the project of Linxia Economic and industrial Park and restricts the benign development of the overall investment project of The government of Linxia Economic and industrial Park.As the top priority of project management of government investment industrial park,risk management should be attached great importance by relevant government departments of Yichun city.Therefore,it is urgent for Yichun to seek systematic risk management measures for industrial park projects to improve the management level of government investment projects in the forest economic industrial park in the stage of deepening economic development.Based on this,this paper USES literature analysis and investigation method and case analysis,based in yichun forests economy industrial park project general situation,on the basis of introduced according to the project layout,project size and profitability analysis,combined with the project scheme bidding risks,risks of government financial support,project supervision and management of investment risk and government audit risk,and other forms of risk,with expert sampling method in yichun forests economy industrial park government investment project risk evaluation and problem analysis.The research shows that the degree of fragmentation of project-based government investment is relatively high,the risk management of marketized projects tends to be more profitable,the quality guarantee mechanism of contracted operation is relatively weak,and the path design of multi-channel fund sources is relatively lacking,which are the main problems of government investment projects in Yichun Forestry Economic industrial Park.On this basis,the article design the yichun forests economy industrial park of government investment project risk management plan,try to set up project scheme bidding management methods,advancing market project risk management strategy,to make the government investment project contract management and implementation of endogenous and exogenous money management mechanism in parallel as a specific way of risk management,and establish the beforehand,linkage approaches of risk management procedures.In order to ensure the good operation of the above scheme,this paper intends to establish guarantee measures from the aspects of policy guarantee,material guarantee,organization guarantee and personnel guarantee,etc.,to comprehensively promote the improvement of the risk management level of government investment projects in Yichun Linxia Economic industrial Park.
