| Since the issuing of The Law of Administration Authorization in P.R.C in the July of 2004, its seven years'implementation has gradually changed the understanding of administrative authorization and management in the culture market. However, there are still problems that concerning government organizations care more about official approving but less than supervision, care more about fist-stage approving by documents but less than long-term management.The writer has been taking administrative management responsibilities for a long term, and had a deep understanding of the problems caused by the lack of management after the approval is authorized. The existent theoretical and practical research have been mostly centering on the evaluation and approval during the previous stage, but lacking the research for long-term supervision measures after the approving or for the management measures for the culture market in particular.This article intends to probe into two cases in Pudong New Area as a tool for researching the culture management measures. By way of case study, this article intends to bring some insights to the reality of long-term supervision to the culture market, and hopefully bring possible solutions to these problems for its readers.By way of questionnaire and person-to-person interview, it is analyzed that supervision authority, businesses and consumers have different perspectives to the existent problems, the causes of these problems and their solutions. But in all, they all think the current culture market is in disorder and the management measures lack diversity and efficiency. In addition, the lack of long-term supervision caused many problems. On the other hand, there are some characteristics existing in Pudong's culture market management. Official supervision authorities, the business sectors of culture enterprises, the educational background of the employees in the culture market have their own special features. There are tensions among authorities, businesses and consumers.With the tool of the analysis provided by administrative laws, public administration and sociology, it is concluded in the article that there are three major characteristics in Pudong's culture market management systems: vitality, decisiveness and connections. In addition, there are some contradictions indicated by the analysis, the contradiction of the neutrality of authority with the personal-connection-based traditions, the contradiction of management cost with the rule of market operation, the contradiction of limited official authority with the expectation of a capable administrative system, and the contradictions caused by bureaucracy, professionalism and subversion efficiency.On the basis of investigation results and the analysis and in the sense of social environment, technical possibility and socialize management, this article provides some suggestions for changing the lacking of an efficient management system in the culture market. In the sense of improving the social environment, it is required to improving the legislative environment, the law enforcement environment and culture environment. In the sense of technical possibility, we need more freedom in universal rule application in culture market, need better professionalism and need new supervision techniques. In the sense of social management, we need to establish suitable management system by developing industrial associations and improving supervision effects via diversified social forces. |
