Township civil servants play a very important role in the economic development and the social construction in China at present, therefore, their behaviors have closely related to administrative efficiency and government effects. At the same time their administrative behaviors are essential to construct a stable society and economic construction. For geographical and natural reasons, economic development and society improvement of Yan'an city is a little slower than the other areas, thus Yan'an working condition is comparatively poor and hard. Under these poor working conditions, township civil servants'ideas, attitudes, the outlook on life, the values on world are all seriously affected. These poor work condition makes characteristics of township civil servants'behaviors complicated, diversity. So to a certain extent their low working efficiency harms the interests of the people and the country. Therefore, to study these civil servants behavior will be of great significance and importance for maintaining civil servants individual interests and safeguarding the people's interests.Civil servant's behaviors have a distinct representative feature in the transformation process of economic and social, and they play an important role in promoting economic and improving social development. But at present this research on civil servant's behaviors attracts little attention both at home and abroad. The research both at home and broad mainly focuses on the following aspects:Humanity hypothesis analysis of civil servants; on civil servants corruption; on the illegal behavior such as rent-seeking case; research on incentive mechanism and restriction or binding mechanism for civil servants. However, all these above research fail to base on social reality, and it is difficulty for us to gain a comprehensive understanding on civil service behavior.Interests are regarded as an important influence factor in affecting township civil servant's behavior, which directly controls and conducting the civil servants behaviors in daily life. Interests can make township civil servants work actively, enthusiastically, initiatively, also it makes township civil servants devote and sacrifice willingly. As a result, it can make the work of township civil servants achieve optimal performance, and realize maximization of public interests. Vice versa, interests also can make township civil servants work negligent, lazily, inactively, to make matter worse, interests can become a tool to seek individual gains and interests, which cause serious harm to the public interests. Therefore, it is of great practical significance to research township civil servants behavior from the perspective of interests.On the base of current situations and realities of township in Yan'an city, this thesis will make literature review on past related research and then examine township civil servants behavior in Yan'an city from the perspective of interests. At last, three approaches are proposed as follows: interest incentive, interest restriction, interest harmony and balance. These three methods are viewed to improve township civil servants behavior, and enhance their work efficiency.
