According to the theoretical perspective of technological determinism, Network Forum has changing Human Behavior such as Freedom, community, equality, altruism, and democratic values; From the perspective of social determinism , Network Forum examines the impact of new communication technologies on Virtual groups, pressure groups, social movements, classes, individuals and social systems.In china, Network Opinions has brought about profound impacts economy, politics, culture and social progress, and promoting the Citizen Participation, driving policy-making and so on. Network Forum provides a platform for political mobilization, interest expression, opinion pressure, democratic consultation and so on. However Network Forum as a platform has Negative factors, sometimes people has non-rational, blindness, without accountability etc on Network Forum.In a word, the conclusions from this research are as follows: on the one hand, The Network Opinions could exert a great influence on the reality in some circumstance, especially asking politics, discussing politics in the Network Forum. on the other hand,the Network Forum can't play a key role in the process of political participation in current China.
