Network governance is a cooperation process to achieve the goal ofgovernance by sharing resources and information between the government,enterprises, social organizations and citizens on the basis of democratic consultation.This idea with the symbol of cooperation of the government and society resonateswith the requirements of the development of modern democracy and protects civilrights in the practice of social governance. Its advantages are more obvious thanother governance methods. It could reduce the likelihood of social conflicts throughdemocratic consultations and improve management efficiency by sharing resourcesand information, and it also may reduce transaction costs by sharing managementresponsibility between different subjects.The process of network governance brings about through the construction of aseries of interactive mechanisms. These mechanisms include cooperation mechanism,trust mechanism, coordination mechanism and accountability mechanism.Cooperation mechanism is the beginning of the process of governance, including aseries of governance practices such as selecting partners, making rules of cooperation,setting governance objectives, and establishing coordinating body. Trust mechanism islike a "lubricant" to ensure effective governance practices, aimed at safeguarding trustbetween the various subjects involved in the management and in the cooperationnetwork at the existing level of social trust. The key point to build trust mechanismfocuses on the improvement of accountability mechanisms in order to protect trust inthe system. The functions of the coordination mechanism are to coordinate the goal ofgovernance by adjusting the level of objectives in accordance with practice,coordinate subjects` actions by adjusting action strategies in the ever-changing socialenvironment, coordinate resources and information by distributing these resources inthe net during governance process. Accountability mechanism is a key in governance.A clear attribution of responsibility and accountability procedures is the guarantee tomake sure the continuation of cooperative behavior and the achievement ofgovernance goals, and is also the basic resource of trust in cooperative network.Paper is divided into four parts. The first part is the introduction part, discussingthe origin of the study, research current situation of network governance, meaning and methods of the research. The second part is the first chapter, mainly discussing thebackground and theoretical advantages of network governance theory, as well as thecontent and features of network management, and expounding the relationshipbetween various governance mechanisms. The third part is the second, third, fourth,fifth chapters, discussing the roles and building way of cooperation mechanisms,coordination mechanisms, trust mechanisms and accountability mechanisms in theprocess of governance. The fourth part, the conclusion part of the paper, summarizesthe main contents of the paper and what need to further study, and analyzes threecases of governance practices in China using the theory of network governance. |
