The Government Supervision Responsibility In The Third Party Governance Mechanism Of Water Pollution

Water pollution governance is an important content in the field of environmental protection,now the water environmental quality in China is not optimistic.The third party governance of Water pollution is the mode of governance mechanism that introduction of market factors,whichto a certain extent can ease the increasingly serious water pollution.The third party governance of Water pollution in the embryonic stage of development in our country,whichneedsystem guarantee of the legal level,and the more need the whole process of government regulation.In terms of the actual situation of our country,there are obstacles to the government to perform regulatory responsibilities,such as the lack of market access and exit mechanism,the improvement of supervision for effective operation,the improvement of environmental supervision accountability mechanism,the insufficient resources of law enforcement supervision,etc.The reasons for the above problems are the ranking of thought,the disadvantages of dual leadership for supervision mechanism,the lack of specific legal system of,the public participation become a mere formality,etc.This article put forward the following suggestions to solve the above problems: firstly,the government should formulate unified and reasonable qualification for examination standards to establish access mechanism;secondly,the government should set up reasonable responsibility system and strengthen the punishment of illegal party to ensure the effective operation regulation;thirdly,the government should set norms of third party governance effect evaluation standard and exit management approach,to establish the mechanism for exit;fourthly,the government should integrate the existing institutions to establish a special independent accountability institution,and strengthen the accountability of authority and judicial authority,and expand the way of government responsibility,to ensure the effective implementation of the accountability system;fifthly,the government should increase more resources to the local government,and improve public participation about environmental regulation,to alleviate the situation that the shortage of resources for regulatory enforcement.
