| Since the 1980s,the NGO has boomed worldwide. Meanwhile,"The worldwideassociation revolution"sprang up as well. The free market system, which was thoughtperfect exposed deadly shortcomings during the economic crisis of 1930s. Moreover,it made people lose the faith in the free market system and let them realize the marketfailure. Since 1970s, people have begun to realize the government failure. Theseshortcomings were mainly reflected in the invalidity and low efficiency of the supplyof public commodities. While the NGO could avoid the shortcomings that exist in thegovernment and the market. The appearance of NGOs catered to the developmenttrend of public commodity supply. Therefore, its appearance and development is theproduct of the dual malfunctions. Since the reform and opening-up, the government ofChina has played an active role in encouraging the development of NGOs for the needof transforming the governmental functions and integrating the society. Theenlargement of social freedom paved the way for the civic association. Based on thefree association, the NGO promoted the development of civil Society in China.Although the NGO in the ethnic areas developed in a way, it is still at the primarystage restrained by the economic level.This paper just takes the research on the development of NGOs in the ethnicareas as a case of the autonomy areas of Gansu province. The NGOs in the ethnicareas have the following characters:"the local organizations lag far behind the foreignorganizations."The NGO plays an active role in the transformation of governmentfunction, improvement of the efficiency of governmance, promotion of the newvillage's construction in ethnic areas, enhancement of the harmonious developmentbetween city and village, environmental protection and the sustainable developmentof the ethnic areas. However, driven by the utilitarianism, the NGO changed itsoriginal characters to some extent. The profit-seeking activities of the NGO have anegative impact on its goal of the public interest. With the development of the marketeconomy, the intermediary organizations seek their own interests in spite of the law.What's worse, some international NGOs with the political or religious purposes posea threat to the social stability in the ethnic areas. Given the above phenomenon, it is necessary for the government to take some measures to regulate it. |
