A Study Of The Government Action In The Vocational Training Of Migrant Workers

Currently, our country has more than two hundred million migrant workers. They are the new force in our economic and social life and are the main forces in the new era of industrial workers. With the development of economy, the progress of the society, the readjustment of industrial structure, the quality requirements are gradually improved for the workers in the labor market. The migrant workers are the main component for modern industry and they have experienced the "panic" to "the shortage". The process shows that their labor qualities and skill levels had influenced their employment; especially since the financial crisis in 2008.Therefore, vocational training for migrant workers is urgent.As we know, vocational training for migrant workers is public service. In 2003, the government promulgated the policy "National Peasant Workers Training Plan in 2003-2010". For its implementation, the government has launched a special training of rural surplus called labor sunshine project in 2004. After nearly seven years, the training effect is very significant, but from the overall, the efficiency of vocational training for migrant workers is low. There is a striking contrast between the positive mobilization of the government and negative participation of the migrant workers. Government is the main provider of public service, and should be primarily responsible for the migrant workers vocational training which presenting low efficiency. This thesis tries to analyze the government behavior in the process of migrant workers' vocational training with the perspective of new public management and explore the optimization of government behavior to pave the path from the existent disparities and reasons.According to the research, It showed that there are five performances in the vocational training for migrant workers from government:simple programming orientation, bad integration function of administrative organization, low effect in policy mode, lack of evaluation mechanism and low responsive. According to these performances, this paper analyzes the reasons and puts forward the optimized path to the government's behavior in the training process. One solution is combined with the government, market, society and along with competition mechanism; the second is to establish the orientation of behavior based on the demand of the migrant workers and market; the third is to improve the supervision level and construct the supervision mechanism to optimize the benefit of the government's behavior; The fourth is to establish effective evaluation mechanism; the fifth is to strengthen the construction of policy responsive. It hopes that can optimize government own actions to improve the vocational training, which make a large scale of peasant workers can actively participate in the vocational skills training to improve quality and skills. All of which can transform them into industrial workers in the new period.
