In last century, China has two important reforms:the market economy reform happened in 1992 and the Internet boom began from 1997. It had been through several years from the birth of the first generation of Internet users to the rise of "Network Citizens" of Web 2.0. Today, the network has become the living area, service area, and people's livelihood forum which make up a cross-complementary with the reality. Every moment, there are thousands of citizens to express themselves in cyberspace on the social management issues, and the opinions and views continue together into the final real "Public Opinion". Paying attention to listen to the "Public Opinion" from Internet has become a new culture for all levels of China's government. This study will take the concept of "Network Public Sphere" as a starting point and focus on practical to analyze the citizen network participation in the process of social management. In the background of social networking, network socialization and on the goal of building an information society, the first chapter is an introduction part to propose the significance of studying the citizen network participation in the social management. From the related research at home and abroad, it mainly describes various theories of network participation in the social management. At present, discussions about the network participation from domestic and foreign scholars are almost focusing on the perspective of system and significance but the study on this unique participation itself is not enough. Therefore, this research will absorb the related research results both home and abroad to explore the specific operation of citizen network participation in the social management. The paper tries to stand in the perspective of building a harmonious society and adopt different methods of literature analysis, comparative analysis and relevant case study to start on. In the second chapter, the article will base on the concept of citizen participation to point out the lack of the traditional citizen participation in the social management and combine with the concept of network public sphere to indicate the value of citizen network participation in the social management. The third chapter mainly reveals the specific operation of the network participation. It is to start a discussion from the main users and involve in the specific technical approaches. Next, it quotes a widely concerned public event "hide and seek" as a case to investigate what should government do during they response to the crisis of citizens participation in the network. As a core part of this study, the fourth chapter undertakes the analysis of the previous to dig the positive effects and existing problems of the citizen network participation. Finally, it will attempt to put forward some practical and feasible proposals for citizen behaviors and government regulations on network participation.
