Study Of The Citizen Network Participation In Social Public Affairs

Citizen participation has a long history in academic topic, the earliest studiesfocused on political participation. With the development of the times and promotionof academic studies, citizen participation attracted administration, political scienceand sociology scholars’ interest, many public administration scholars also payattention to citizen participation, believes that citizen participation can makegovernment be able to care for the problems that people reflected, the public policylegalization, and improve the management level of government.At the end of the twentieth Century, the rise of the internet and its rapiddevelopment, has reshaped the forms of human society, and exerted great influenceon social life, one of which is the internet technology makes acquisition and changedmode of transmission of information, people have more right of discourse. Andinternet is free and open, it create a public sphere that as Jurgen Habermas said"everyone can freely enter in", this public sphere has the polymerization of thedemands of multiple interests. In this sphere citizen freely discuss, comment andgive suggestions to the public affairs, forming a network public opinion, affect socialpublic affairs process, thus a new way of citizen participation--networkparticipation formed.This paper is based on the above background, mainly includes five parts: thefirst part: the research background, research significance for interpretation andexplanation, to clarify some basic concepts in this research, research content,research methods of this paper, related research home and abroad, to lay thetheoretical foundation for the text. The second part: the development andcharacteristics of the internet. Mainly describes the development of the Internet, andanalyze what features, Internet has its characteristics and the network public opinion.The third part: introduce the theory of public sphere, analysis of networkdevelopment for citizen participation brought new changes. The network has formedthe public domain, by the influence of network public opinion, citizens through thenetwork to participate in public affairs. This part also positive effect and deficiencyof the citizen network participation in the social public affairs are analyzed. The fourth part: exploring the countermeasures to perfect the citizen networkparticipation in the social public affairs. This part of the analysis of defects in fronton the basis, combined with the theory of public domain and multi centergovernance theory, to perfect the citizen network participation in the social publicaffairs put forward targeted countermeasures. The fifth part: the main refining andsummarized the research conclusions, and points out the shortcomings of this paper,reviewed and suggestions for future further study.
