Since the reform and opening up, especially since the Seventeenth Party Congress, China's public security forces in the human resources, organization, team building has taken a series of reform measures to promote the regularization of the public security forces actively, has achieved remarkable results.But with the deepening of reform and opening up, China's social structure, economic structure and industrial structure speeds up the pace, social security situation is becoming increasingly complex and severe, a variety of factors affecting social harmony and stability increase largely. The challenges and pressure the public security forces facing are larger and larger, Infiltration and sabotage measures and ways by hostile forces inside and outside the country are changing and situation of the struggle against the enemy is grim and complicated; social contradictions taking people's livelihood issues as theme thus initiated mass incidents frequently occurred negative social factors to induce the illegal crimes increase and pressure to keep a stable and sustainable social public order; Intelligence, informationization and personalization features of the times has led to the proliferation of new area of crime and criminal intelligence further develops; popularization of legal knowledge among the people has raised the standard of law enforcement procedures and enforcement foundation.The increasingly severe and complicated law enforcement environment has put forward higher requirements for quality of police officers and also put forward a higher demand police forces. In recent years, public security forces at all levels take effective proactive measures actively to strengthen infrastructure, enhance the grass-roots strength, stimulate grassroots vitality, and achieved some success. However heavy police tasks and high standard of job requirements and relatively low quality of police officers has led to an indisputable that police strength is relatively insufficient. How to manage police strength effectively and extremely exploiting of available resources of the police and thus improve the police work overall has become a subject with great theoretical and practical significance for public security forces.In this paper, the author analyze the challenges and problems in police forces management of police organs in China with the human resources management theories, and further sets forth some suggestions and measures to improve police forces management of China. The paper is helpful to solve some reality problems in police forces management and has some practical value and significance for the police forces management.
