Study On The Specialization Construction Of Police Forces

Strengthening the comprehensive management of public security is the fundamental way for China to rectify the phenomenon of social disorder,combat illegal crimes,and maintain social order.This strategy requires that the various actors of comprehensive management perform their duties and cooperate with each other to achieve pluralism and good governance.Promoting the modernization of the national governance system and governance capabilities requires continuous improvement in the socialization,intelligentization,and specialization of social governance.This puts forward higher requirements for the comprehensive management of public security and the ability of various subjects,prompts the police agencies to confront the problems existing in the construction of the police forces,and considered the strategy for upgrading the ranks of the team based on the comprehensive management of public security in the new era.As the most direct and important law enforcement force in the comprehensive management of public security,the police forces are a professional team that punishes illegal crimes.In order to achieve close cooperation with other actors of the comprehensive management of public security such as corporations,social groups and individuals,and to play a key role in this work,it is necessary to further improve the professionalism and performance of the police officer to realize the specialization of police forces.This article starts from the perspective of comprehensive management of public security,analyzes the role and the functional requirements of public security organs in the comprehensive management of public security,as well as the necessity of public security agencies to strengthen specialization.It also outlines the professional police movement and policing reforms in the United States,focusing on the enhancement of professional knowledge,professional capabilities,the formulation and use of professional standards for law enforcement,and their exploring on police recruitment,education and training,law enforcement certification,and classification management.And according to this,this paper puts forward the specific countermeasures for promoting the specialization of police,including: Improving local police agencies' understanding of the specialization of police forces;Strengthening the development of public security disciplines;Further improving the public security organs' education and training system,improving police forces' recruiting methods,implementing the classification management system and so on to improve the fine-grained management of police forces;establish and improve the standard systems for civilian police positions that are compatible with the requirements for the comprehensive management of public security in the new...
