Impact Of Local Government Credit Factors And Improved Paths

Government credit is the core of the social credit system。In recent years, the phenomenon of the lack of local government credit seriously damaged to the local government's credibility and good image, so it is of the importance and urgency to strengthen local government credit at this stage.The concept of local government credit was clearly defined from the perspective of interaction between the people and the government:A sense of responsibility of local government to fulfill the statutory duties and public commitment in the process of public administration, which shows the government's actual "Truly" situation within the limits of its capacity, and also includes a subjective evaluation of the government's reputation or value judgments of social organizations and the public caused by the government's actual "Truly" situation. Simply put, the core of government credit, including the Government on the public credit and public trust in government. This study built an impact factor model of local government credit from three dimensions (the government, the public and the environment) through extensive literature research and field interviews. We selected evaluation indexes respectively about specific factors and the local government credit, and then designed the questionnaire, expanded research and accessed the data。On this basis, using SPSS as the analysis tool, we tested reliability and validity of the questionnaire,and used correlation analysis, regression analysis and path analysis to effectively addressed the data.The results show that:at the government level, local government capacity, local government performance and local government leadership qualities are the main factors. The government capacity and government performance have a higher direct impact on the local government credit, while government leadership qualities have an effect on the local government credit more through government capacity and government performance; in the public level, civil participation is the main factor, but it mainly has an indirect effect on the local government credit through local government capacity and government performance o Communist Party members have higher confidence in the government than non-CPC members, and individual age, income level, educational level is not significant of the role of government credit; cultural environment has always played a subtle influence on the local government credit。Get to the bottom, from the view of formation mechanism, profit-driven motivation of local government officials is the intrinsic reason for the lack of local government credit, meanwhile, the lag of transformation of local government functions and the imperfect local government system during the transition period are the deep-seated reasons for the lack of local government credit at now.Therefore, to strengthen local government credit, we must make efforts to reform the government systems, timely transform government functions, focus on strengthening the powers of supervision and restriction mechanism, including the establishment of a sound administrative supervision mechanisms,accountability mechanisms, promises punishment mechanism, incentive mechanism, what's more, open the government administrative affairs and establish a scientific evaluation system of performance appraisal, etc. Meanwhile, we should actively promote the building of civil society and the region's credit culture construction。The innovation of this study is:first, the concept of local government credit is a "comprehensive credit view", so this concept is more extensive and comprehensive; second, expanded and deepened the government credit for research, especially greatly enriched the impact of government credit factors and Improved Paths research; Third, based on the regression analysis, this study further used the path analysis to more clearly show the impact size of local government credit, impact strength and impact methods, it is the research methodological innovation.
