As national policy makers as well as implementers, civil servants directly concerns to rise and decline, honor and disgrace of our nationality. Civil servants should have a series of generic skills, which are directly related to practical work. Directly related to practical work, necessary generic-skill-construction for civil servants is regarded as a significant task all around the world. Evaluation is one of important constituents of generic-skill-construction. In order to direct the evaluation work running effectively, our country promulgated the "National Civil generic skills Framework (Trial)"; however, due to obscure indexes, the framework is short of feasibility. Thus a scientific, functional evaluating system seems necessary to implement the National Civil generic skills Framework as well as to carry out evaluating work well. The essay tries to build capacity-evaluation system for civil servants to quantify the general ability of description and analysis, describe the process of civil servants and the general method of civil service management and capacity criteria to provide a scientific basis.First of all, on the basis of capacity-building of civil servants domestic and overseas as well as civil service capacity evaluation of general research results and practical experience, the essay analyzes the historical and current condition of evaluation system for civil servants. Based on the research, several conclusions could be drawn. Firstly, evaluation system for civil servants is subjective instead of quantitive and objective; Secondly, the evaluation system sets no criteria at all and is lack of a long-run supervising mechanism; Thirdly, evaluation and management are out of touch as well as lack of incentives supporting measures; Fourthly, lack of effectiveness, evaluation mechanism seems to be a mere formality. Based on these, the essay analyzes the problem of their origin.In addition, according to common objectives and principles of capacity assessment for civil servant, the essay proposed general construction method of evaluation system and ways to build capacity, including identification of political, administrative capacity, public services, research ability, learning ability, communication and coordination, innovation, ability to respond to emergencies, psychological adjustment ability, totally9 1-level indicators and 30 secondary indicators of general ability index system of civil servants, and section-level leadership positions in the civil service as an example of the index system weight setting. Again, from three aspects of the general capacity for civil servants, i.e. the evaluation of the main selection, evaluation of process design and evaluation of security measures, the essay implements the main aspects of evaluation. Based on D department leadership positions in the Civil Service Bureau General Evaluation of the empirical analysis, a preliminary validation of the general evaluation index system of the civil service is reasonable and practical, and the results of the evaluation analysis, the general ability of civil servants on civil service management evaluation my career development and civil servants in China.
