During the12th five-year plan period, country’s construction and transformation hasbecome our service-oriented government the core objective. Therefore, improving theability of civil servants has become one of the strategic as premise of governmenttransformation. In our country would pay more attention to build civil servant abilityproblems in the future, which as the basic problems to continuously explore and research.Also The Human Resources and Social Security Undertakings ‘Twelfth Five-year’ PlanSummary has emphasized “the implementation of the strategy of reinvigorating Chinathrough human resource development, and construction of high quality talent team ".Based on the domestic and foreign scholars research on civil servant ability construction,and according to public service skills of triangle theory as a research perspective.Through interview event and questionnaire survey to present situation of the capability ofthe civil servants positive aspects and negative aspects in Shenyang, and propose presentShenyang’s civil servants ability situation problems and performance. through theprofessional skills, professional ethics and leadership ability three parts that analyzedabout the present situation of Shenyang civil servant ability diagnosis, and have donecorresponding countermeasure thinking.In this paper, at the beginning expounds the research status about civil servantability construction at home and abroad, also including the connotation of competence,civil servant ability construction problems, reasons and countermeasures of research.Based on existing research results, determine the research direction and possibleinnovation points of this article. This paper contains four chapters, the first chapterintroduce the basic concept of the civil service ability and the civil servant abilityconstruction, and detailed instructions the basis of the concept of the derivation of thisresearch in the basic theory public service skills triangle theory, which skills in thespecific application of this study. Chapter2through interview event and questionnairesurvey research methods, statistics and analysis of the current situation of civil servantability in Shenyang. The third chapter on the basic theory level from the professionaltechnical, professional ethics and professional attainments, that Shenyang civil servant ability three aspects are discussed respectively for the current situation. The fourthchapter is based on the third chapter in relation to civil servant ability construction inShenyang which using path analysis. At the end of this paper, the conclusion is obtainedas a good civil servants public service provider, not only needs to consummateprofessional skills and good ethics accomplishment, but also need to have a high levelability of personal leadership.
