Legal Reflections On The Revision Of The Statutes For Prevention And Treatment Of Water Pollution In The Xiang River Valley

With the developing economic construction of Huna Province, the envirornmental problems in Xiang River Valley is become increasingly serious, which have affected the establishment of a harmonious society and must be dealt with through effective legislation. But the present ordiance about "Statutes of Prevention and Treatment of Water Pollution in Xiang River Valley" (Here refered to Ordiance) lag behind the situation and thus cannot serve the purpose. It is necessary to revise the Statutes to achieve the unification and harmony of the law enfocement and guarantee to carry out the higher-level law immediately.According to the pollution of Xiang River,the newly-mad "Law for Prevention and Treatment of Water Pollution" and the establishment of harmonious Society proposed inherent requirement for the Ordiamce, and the introduction of legislation, practies, theory discussion provide the legal basis, meterial conditions and theoretical suport for the prevention and treatment of the Pollution in Xiang River Valley.The Ordiance have many prolbems, mainly as:The legislation aim is not clear, the system is not suitable for the present management the accountability machanisms is lack, the law is not resonable. Inorder to prevention the pollution of Xiang River, we should reconstruction of the legislation goals; establishment of the management system combining valley management and area management; set up and improvement of the responsibility-taking system for prevention and treatment of water pollution and intenisifica of the punishment; linked up the pollution damage combined with the Social mechanism associatedlly.
