A Research On Alienation Of Public Power: Based On Game Analysis

As a historical phenomenon, Alienation of public power is a tough task with which various countries in the political and economic development process had to confront. In recent years, with China's reform continuing deeply in political, economic and other areas, alienation of public power are becoming more and more obviously. The essence of Alienation of public power is that, in the process of public management, the results of the public power's operation deviate from its destination that increasing the public interest and public power is used as a tool by the agent who want to chase private interest. The negative impact that alienation of public power causes mainly reflected in the political, economic and social areas. In the political field, alienation of public power undermines the credibility of public sectors and estranges the relationship between the public sectors and the public; In the economic field, alienation of public power undermines the normal operation of the market, impedes functions that the market allocates the social resources; In the social field, alienation of public power undermines the function that public sectors manage the order of the society and provide the public services, and impedes to achieve the destination that public sectors will make the social equity and stability. The Party and the government both pay great attention to the tough task that how to curb the alienation of the public power. In the Seventh session of the Fifth Plenary Session of the Central Commission for Discipline Inspection which held in 2010, President Hu Jintao emphasizes that'to investigate and deal with law and discipline violations resolutely, punish the cases like abusing public power, bribery, corruption and degeneration, dereliction of duty which the Civil Service happened. It can be seen clearly that facing alienation of public powers this social phenomenon, we should explore the inner reasons which it causes and then try to analyze and find out the effective measure to curb the alienation of public power.In recent years, with game theory's application in such as economic, political and social disciplines, game theory also provides us a new path to research the alienation of public power. As the relationship between the agents of public power and the owners of public are principal-agent relationship, and the agents and the principal of the public power both consistent with game theory's research method that one takes action firstly, and the other one take appropriate measures which are based on the current situation, so we could hold the assumption that are subject to'economic man', try to build the dynamic game model which contains the relevant game parties, and analyzes the relevant game parties, finally with the hope to find out the relevant factors which cause the alienation of public power.Based on the thinking above, this dissertation will be started from elaborating the real performances, hazards, general causes alienation of public power, and then we will use the analysis of game theory, try to build the dynamic game model which contains the agent of public power, the principal of the public power and the people who want to chase private interests through the agent of public power. After building the dynamic game model, we will find the game of the game, and use the relevant conclusions through the equilibrium to realize the problems that the alienation of public power caused. Based on the conclusion we get from the game theory model, we will try to find some more effective measures to restrict the alienation of public power.
