Outdoor advertising, like a postcard, can represent a city. Due to its features like very persistence, low Cost Per Thousand, high arrival rate, impacts on urban environment etc., outdoor advertising is playing an increasingly important role in promoting economic prosperity and beautifying city environment, and the scope of this industry is also unceasingly expanding. In the meantime,the development of outdoor advertising,however,encounters unexpected difficulties in that it has severe conflicts with the regulation of the city appearance. The reason for this is that there is lack of coordination between the rapid developments of outdoor advertising and relatively impeded progress of administration policies. Current legislation of outdoor advertising management has problems in its form such as conflict between regulations and constitution, confusion of the legislation validity and irregularity of the legislative forms, and also in its content such as unscientific outdoor advertising planning,unreasonable administrative subjects establishment,inexplicit enactments of outdoor advertising space ownership and the indefinite legal status of the outdoor advertising industry group. All these lead to the confusion in outdoor advertising administration. In order to realize the harmonious developments between the outdoor advertising and the city,we should solve those problems from a legislative perspective. To this end,we can utilize the basic principles of administrative legislation of our country while learn useful experience from relevant foreign legislations to solve those existing defects and finally to perfect the legal system of outdoor advertising administration.
