Research On The Loss Of State-owned Assets And The Countermeasures

Reform to open more than 20 in the last years, the state-owned economy of our country got the quick development. Although the reform of state-owned assets has won a great achievement in the past, some different kinds of problems are still emerging from behind now and then: the state-owned assets are losing seriously. The lost amount and lost speed of the state-owned assets is very horrible, which has setup a big barrier for development of marketing economy of China and is also the hot spot of domestic and international attentions. Our country the socialism nation that regards the public system as the corpus, the complete of the state-owned assets in socialism and unify the sex, promote and guarantee the government-owned economic to keep on developing and continuously strong, which is our common request in socialism and widespread expect. Therefore, there is no time to lose to solve the problem. Under the market term, how to protect availably with carries efficiently state-owned assets has become the important theoretical lesson. This thesis consists of following parts :Firstly, It has a complete analysis of the property right ,state-owned enterprise,the state-owned assets,the loss of state-owned assets and the relation of the property right and the loss of state-owned assets; Secondly, the author showed us in different angle the surprising fact of the great loss of state-owned assets in real digit .It has a complete analysis of the problem including the meaning,forms,channels of the loss of state-owned assets, the part divide the channel into two parts : lawful channel and unlawful channel . It corrects some wrong ideals and offers the ways of the evaluation of the loss; Thirdly, the author has a complete analysis of the causes for the loss of state-owned assets. it includes the malpractice of state- owned assets' manageable system, the illegality of the property right deal and the problem of state-owned enterprise managers .Then the author used game-theory analyst the loss of state-owned assets, it shows us in two angle : unlawful profit and lack of the government management; At last , the author presents her suggestion to the solutions of the problem. It consist of check the quantity of the state-owned assets,build up new state-owned assets management system , adjust state-owned assets structure ,encourage and control the state-owned enterprise manager and put in force other reform. To protect the national interest and to retain and add value to the state-owned assets is our purpose in solving this problem.
