The Assessment Of The Project Of "Chengdu-Pengzhou" Expressway

Since the enforcement of the policy of reforming and being open to the outside.the construction of expressways in Sichuan province has made much progress.Up to the presents expressways network has been formed basically in Sichuan .The present project ,Le,Chengpeng(Chengdu-Pengzhou) Expressways is an important part of the expressways from Chengdu to Qingchuan,which will play an important role in completing the expressways network in Sichuan and pushing forward the economic development of Chengdu ,Xindu and Pengzhou as well as the areas along such expressway.This project has been approved by the Development & Planning Commission of Sichuan Province. Chengpeng Expressway Co,Lid,is responsible for the implementation of the project, which is now under the stage of completion, ready for accoptance.Based upon general principles and procedures applicable to project asscssment,the present article describes an overall assessment relatively on this project using the Method for the Assessment on Highway Project proposed by the Industrial & Commercial Bank of China.On the basis of introducing the history,evolution and basic theory of project assessment,this article has analyzed in details the general procedures for the assessment on industrial projects proposed by the Industrial & commercial Bank of China and the Method for the Assessment on Highway Project.lt points out the problems existed in current project assessment after having read lots of the assessment reports prepared by the Industrial & Commercial Bank of China.Then it makes detailed analyses on such aspects as company profiles, proect construction conditions,flow of vehices,financial estimations,risk evaluations and corresponding policies and so forth related to Chengpeng Expressway project applying the Method for the Assessment on Highway projects proposed by the Industrial & commercial Bank of China.The present artcle has been made taking into reference several decades of the reports on the assessment of expressway projects issued from 2000 to 2002 bythe industrial & commercial Bank of China.Based on the diffcult points in analyzing the flow of vehicles in the assessment of highwang project this article has analyzed the data of the vehicle flows of 19 expressways,used the analytical results for the comparison with that of the present project defined the values whichare precise relatively and are used for financial calculation taking into consideration the latest financial information.In the chapter of risk analysis, the present article has summarized lots of cases of the reports on the assessment of expressway project, has pointed out the common risk factors existed in such projects,which have been used in the analysis on the risk factors of this project.Finally,it has made relevant calculations using sensitivity analysis method and proposed relevant risk management procedures.
