As China's gradual deepening of socialist market economy reform, combined with "the twelfth five-year-plan" requirements that norms public institution's management, Hubei Provincial Government mention explicitly that institutions should further standardize the employment mechanism, and establish a personnel management system with full of vitality and vigor.An important reform of public institution personnel system is to carry out employ institution, it's a important measure established to adapt the socialist market economic system's requirement. Therefore, in order to mobilize the enthusiasm and creativity of Hubei Provincial Highway management unit's workers, and norms highway public institution employ performance, and according to "The Views on Trial in the Institution of Recruitment System" forwarded by The State Council from The Ministry of Personnel in July 2002, we have promoted and regulated the work of employment, protected the units and employee's legitimate rights, and promoted social development and stability through the new employment mechanism.Position is the basis for employment, position settlement directly related to the realization and implementation results of employment system and open recruitment system. Ministry of Personnel issued "public institution position settlement management for the pilot scheme" in 2006, indicated the method and thread of position settlement; subsequently issued "implementation opinions of public institution position settlement management for the pilot scheme", then proceeded to submit detailed operated opinions on position settlement. The introduction of these two documents has played a important guidance role on launching national public institution position setting management, establishing effective position setting management system, and promoting public institution income distribution system reform.In order to fully implement employment system, public institution must regulate position settlement. Position settlement is the refinement and disassembles of public institution's functional task, is the specific forms of institution function, organizational structure, and staffing, is the basis of open recruitment, competition for employment, and job assessment, and is the basis of income distribution. The specific reform measures includes:employ staff according to position's quantity, category, level, capabilities and requirement, set post according on jobs, to hire workers according on post, open competition, contract management, etc. In the future, public institution will implement the new performance related pay, must based on position specifications, and implement the core of post fixed salary.This paper based on comprehensive and in-depth investigations into Hubei province expressway public institution's current management model, after systematic and scientific analysis, to find out the main problem of current post arrangement. It explained the necessity that optimizes the post arrangement of expressway institutions of Hubei province. The paper based on the actual development and demand of expressway industry for the purpose, and analyzed the reasonable post arrangement scheme, to put forward optimum proposals of expressway institutions of Hubei province post arrangement. The paper's aim is to achieve a virtuous reform of employing mechanism in expressway institutions of Hubei province, and further promote the post Settings management. It establish the institution post management and make it perfect, in order to make useful contribution.
