Taking the Large-scale Irrigated Area Informationization Application System (LIAIAS) as the research object, this thesis systematically analyses its domestic and foreign applications and the research present situation, and points out some defect of LIAIAS, and puts forward the overall frame idea to it. Carries on the investigation and the analysis with the technology of empirical Research to the domestic large-scale irrigation area organizational structure and the service flow as well as the information flow, this thesis proposes a holistic and universal model of LIAIAS.Through detailed system design, the theoretical design and the implementation design to system each function have been carried on. We have successfully applied this model in an irrigation area of shaanxi province. The result indicated that, this model standardizes irrigation area information gathering, the transmission, and the irrigation decision-making activity. This model, for the realization of irrigation area information sharing, the improving of the irrigation area management efficiency, the realization of irrigation area water resources optimized dispatch, has provided the theory and the technical strut .This dissertation is as follows:(1) Taking the large-scale irrigation area organizational structure as the research object, through the organizational structure analysis, a 3-level organizational structure consist of decision-making strata, the management level, the operation level has been established with clustering algorithm.(2) Taking the business flowcharts of the large-scale irrigated area as the research object, based on the analysis of business flow, the service logic model of large-scale irrigation area has been established.(3) Analyzing the relations of functions and data classes in allusion to business flowcharts of the large-scale irrigated area, and analyzing function/data class with U/C matrix, the overall function structure of LIAIAS is proposed.(4) Proposing the technology mode and integration project of LIAIAS based on the analyses to system, and the theory of software engineering has been used as guide.(5) The detail design of this system is done, and the function structures and key data flowcharts each subsystem is given. At the same time, the detail design of public database of irrigated area is carried on too.(6) In the last, a instance has been given. The analyses and design of decision support system and control and dispatcher system of LIAIAS is done in detail. The software of control and dispatcher has been used in this irrigated area.
