The Agricultural Mechanization is a basal character of modern agriculture, is the inevitable outcome of agriculture developing in developed countries, and furthermore, it is a necessary way to becoming a strong agriculture from a giant for China agriculture. Since China has joined WTO, its agriculture must compete with developed countries'in the same market. So China agriculture requires mechanization developing rapidly for trying for existing in international trade market. Adjusting the proportion of crops makes that wheat comes into spreading all over Central China, and its harvest period is very short, it becomes an important reaping style that the cross-zone mechanized harvest of wheat. Now this style is extended to larger area in China, from Central China to East China and Northwest China, and not only is it used to reaping wheat, but to the rice and other crops. As a primary form of the Contract Hire System of Agriculture Machinery, the cross-zone mechanized harvest has been an effectual model of crops harvesting, it is propitious to improve the efficiency of agricultural production in China, to increase our output of foodstuff and farmers'earning, and to ameliorate the productivity of resources. However, there are many problems to be settled that have become a bottleneck to restrict the CHS running and developing, such as the lag and imperfection of demand information in the CHS market. Therefore it is an effectual means to settle these problems to research and develop the Decision Support System for Contract Hire System of Agricultural Machinery (CHSDSS). This system is designed to resolve the lag and imperfection of demand information in the CHS market for the administer service of the CHS. It can be used to inquire the information of the CHS and to help the supervisor to set down scientific scheme of the CHS, and it will improve the efficiency of the CHS running largely. Its significance could be generalized as follows: 1. If the system is extended all over the country, the chaos of administer in the CHS would be avoided; 2. It is in favor of ameliorating the productivity of resources; 3. It makes for boosting the exchange of the CHS by market; 4. The system can improve international competitive ability of China agriculture. The primary reference of this paper is results of the doctor fund item of the ministry of education《The systemic analysis theory and positive research of the market of CHS》. It backs on the writer's investigation and the study on the development course of the cross-zone mechanized harvest of wheat. The rule of science and practicability is this paper's tenet. It is divided into seven chapters as follows: Chapter one, Summarization of the Decision Support System, introduces the appearance, development, definition, structure, function, primary characters and actuality of the CHSDSS applying in China Agriculture. This chapter summarizes the DSS because we think it is our jumping-off point of researching and developing this system. Chapter two, Appearance, Development and Problems of the CHS, expounds the appearance and development of the cross-zone mechanized harvest of wheat, and then introduces into the concept of the CHS and its appearance in China and its meaning to China agriculture. The paper points out these viewpoints as follows: 1. The CHS makes for improving incomes and saving expenditure and it is an effective way leading to rich for farmers in China; 2. It is propitious to boost the exchange of the CHS by market and is in favor of ameliorating the productivity of resources; 3. The CHS can shorten the period of seeding and harvesting the crops and can strengthen the ability that agriculture fights back natural disaster; 4. Now it comes into being a new model of agricultural machines running andmanagement under the given social and economy environment, and there is a mechanism of multi-style in using agricultural machines in China; 5. The CHS enhances the productivity of China agriculture and makes more resources for agricultural production must be exchanged in market and prospers the market of consumable in the rural area; 6. The CHS offers countrymen chances to turn aside from agriculture and to be engaged in cities and accelerates the progress of adjusting agricultural structure. At the same time, the essay indicates that there are some problems in the CHS. Chapter three, concept of the CHSDSS and the scheme to design the system, points out the necessity of researching and developing the CHSDSS, basing on analysis of problems existing in the CHS. Along with techniques of the DSS becoming more perfect and being applied in China agriculture widely, many especial this kind of DSS are designed to solve agricultural problems, which offer researching and developing the CHSDSS the technical feasibility. Aiming at the fact of development of the CHS in China, provides the theoretic and operational feasibility for designing the CHSDSS. Illustrates the scheme to design the system that includes rules of designing the CHSDSS, the structure of the system, capability standards of the system and functions of the CHSDSS. Chapter four, Designing the Database of the CHSDSS, keeping to the routine approach to construct a database, this chapter finishes these works as follows: Firstly, analyzes the demand of the CHSDSS in China agriculture. It is the goal of the analysis to choose elements and to design the structure of forms of this system. Rules of projecting these forms incarnate basically the progress of actualizing the software for the system. Secondly, basing on results of the analysis, constructs a flow chart of the database that indicates the relation between data and data processing of the system; offers the design of the notional structure about the CHSDSS. The structure is a notional model that can be depicted with the E-R plot. The notional model is a model that characters the informational world, which should portray these basic concepts of the informational world well and truly.
