China is a agricultural country and the farmers are the majority in the population. The issue of Farmers Income makes researchers and government pay more attentions to it for a long time. Weather farmers income can sustainable, stable and quickly increase is the key to make the goals of constructing xiaokang society in every aspects and modernization be true. This paper gives an overall and thorough analysis about the historical changes and causes of the farmers income as while as the countermeasures to increase the farmers income, which take the issue of farmers income of guangrao County as a case, at the same time, make quantitative analysis and qualitative analysis, norm analysis and positive analysis as major methods.The farmers ' income has been increasing in high degree since 1978, but the growth rate of the farmers income is slow and has been appearing obviously periodic changes, especially the growth rate of the farmers income has been declining since the middle and late periods of 1990s of 20century. The paper makes an analysis about the increasing changes of the farmers ' income of guangrao County, which based on the large of statistical and investigate data. The paper believes that the periodic changes of the farmers income as follows: The period of high growth rate during 1978-1985; The period of stable growth rate during 1986-1992; The period of the second high growth rate during 1993-1996; The period of declining growth rate during 1986-1992. We can make clear about the characteristics of different growth periods of the farmers income and the historical path of the farmers income which changes from the high growth rate to declining growth rate.The periodic changes and slow growth rate of the farmers income are caused by many factors which including the contradictory ofpeople and land as while as unreasonable agricultural structure, also including the causes of the agricultural runners which with small-scale and low level quality as while as the causes of macro-economy environment, systems, institution and policies. The paper believes that the specific causes of the periodic changes and slow growth rate of the farmers income as follows: The population sustainable increase and the average cultivated area of farmers sustainable decrease; Small-scale farms don't adapt to the demands of market economy; Unreasonable agricultural production structure leads to the lack of demand of agricultural products and the cheap price of agricultural products; The expenditures to agriculture is low; The flow of rural laborers from rural areas to urban areas is difficult; The growth rate of township and village enterprises (TVEs) has been declining; The system which separates the rural areas and urban areas is disadvantageous to the flow of rural laborers and urbanization; The burden on farmers is very heavy; The low level quality of rural laborers. All the restricting factors, in fact, are the specific reflection of the systems which separate the rural areas and urban areas, also the specific reflection of the mode of production of traditional small-scale agricultural economy.To increase the farmers' income, we must take countermeasures from inside-agriculture as while as outside- agriculture, also from micro-aspects as while as macro-aspects. The paper believes that to increase the farmers' income is a systematic project, we must take comprehensive measures. The specific countermeasures should be taken are: Planing the development of urban areas and rural areas as a whole, and making the use of production factors more reasonable; Adjusting the agricultural production structure, and promoting the agriculture integration; Developing non-agriculture industries inrural areas to broaden the ways of increasing farmers' income; Promoting the course of urbanization in rural areas, increasing the farmers' income which from non- agriculture industries; Deepening rural reforms, taking the systems as guarantee to increase the farmers' income and to lighten the burden of the farmers; Adding the expenditures to rural areas,...
