In today's world, the economic globalization, liberalization of the trade, the specialization of social division of labor, the scale of the management and the existence of the transnational grouping corporations' business all influence greatly the world economic development. With China's access to WTO, our country will enter the world economic tidal currency very quickly. The harbors that connect the starting point of the international trade with the destination point of international trade are the first to be affected by it. Harbors' developmental scale ought to accord to it. But we should see that, compared to developed countries' harbors, our harbors still have a large gap. Our harbor corporations are to confront not only home market's competition, but also the international market's competition. Providing we could not face the challenge to take effective measures, we would lose the chance and fail in the keen competition.Guided by the theory of the enterprise strategy, this paper uses the SWOT analysis to analyze Qingdao Harbor Grouping Corporation's strengths and weaknesses, to seize the developmental opportunities of international harbors, and to frame the corporation's developmental strategy. Its final goal is to build up the Center of the International Ocean Shipping in the North of China, to impel Qingdao Harbor to become the international containerized traffic hinge harbor. The development of Qingdao Harbor is finally to drive the economic development of Qingdao, the area and our country.The preface to the paper is an introduction about the background ofchoosing the subject matter, the way of thinking, analytics and contfeht. The body of the paper is divided into four parts. The part one introduces the Qingdao Harbor Grouping Corporation's present condition, and the theoretical basis. The part two is the external analysis. The part three is the internal analysis. The part four is to frame the corporation's developmental strategy, it gives some concrete strategic measures. The final is to summarize the full text.
