Of all ages, there are many administration thinkers all over the world take the incentive system into account. All of them have expounded different incentive theories based on the different administration modes. And the impact of the incentive system in the course of the human resource management is indubitable .So the status can't be superseded by any other things. As we all know, one of the most important obligations of the leader in an organization is to make the person's motive in accordance with the aim of the organization. They have to regard the workmen as a kind of resources to develop just as other resources in the development of the whole society. They can acquaint their workers' motive through effective incentive system, and then by fulfilling their legal and logical needs, they are able to make their workmen work in their own departments steadily and to stimulate them to work harder than before. Accordingly the incentive system becomes one of the most important circles in the human resource management regimentation and we must do much better than before to make the system adapt to the needs of realistic development, and let the impact of it can be achieved in the specific practice course. At present, the incentive system has been carried out in our public administration department human resource management practices. It can be embodied at four aspects including recruitment,encouragement,promotion and demotion of function ,performance appraisal. But the achievement of incentive system are short of some aspects such as it can't catch up with the development of society for some kinds of reasons, so it needs people doing more at it and make it much better than before.As we all know, the second session of the 10th National People's Congress (NPC) closed at the Great Hall of the People in Beijing on March 14, 2004. At this session, there is a scientific development point of view emphasizing the value of people. After the session, how to invigorate civil servants in Chinese national departments to work harder than before and to acquire much more achievements is one of the most important problems we faced in the research field.This paper will begin to discuss from this angle based on throwing light on the basic contents including the implication of incentive system and the thinking source of it. We'll do our best to find a way for perfecting the incentive system in Chinese national department resting on the pertinent law and legislation, assaying and expounding the operation problems that have exposed during the four circles touching on the incentive system. In detail, the recruitment regimentation is the entrance of the human resource management, we can attract the excellent people to servicing for the national people by this means. Aiming for the young people who just enter into the public departments to work, encouragement is very efficient. At the period of the formation of the conception of value, it's very necessary for them to guide them to get to know the power they control and to build up the correct attitude to work by scientific encouragement. Because of the peculiarity of power, it's very necessary to establish an right direction for the civil servants especially for the young people to effort during the course of exerting the power which is in accordance with the incumbency endowed by the functions throw commending the examples who work well. It's very important for them to come into being the conception of value and to get hold of the power. Growing up during the course of working, the younger gain entrance to the middle period in their lives. This time they need a kind of regimentation for them to precept a kind of tendency of value. That is the value of promotion and demotion of function system. They often emphasize the achievement of their value especially embodying the aspect of needing to promote the responsibility and the right they can hold.
