Research On The Government Regulation Reform Of Chinese Telecom Industry

The conception and the developing process of regulation theory are first reviewed on the whole in this dissertation. Then, the telecom industry regulation systems and regulatory policies of the main countries in the world are respectively introduced in detail, and their experience, lessons and future possible developing trends summed up. On such basis, further analysis is carried out on the developing environment and historic process of our country's telecom industry regulation, and such practical problems as the imbalanced development of economy, the imperfect legal system and the opacity of current regulation system are pointed out, which will be confronted with in future telecom industry regulation of China. Through such comparative studies, some suggestions are pertinently proposed for our future telecom industry regulation. Meanwhile, some game theory is tentatively applied to the analysis of some issues of telecommunication regulation, including market-entry, interconnection between operators, regulatory emphasis, universal service, etc.By giving a retrospect and sum-up of the reform process of telecom industry regulation of China, taking the experience and lessons of regulation system reform of foreign telecom industry as reference, this dissertation finally proposes a preliminary construction of new regulation system, which is expected to provide certain reference for our future telecom industry regulation. Besides, through the introduction and analysis of game theory, some new contents have also been added to the future theoretical research on telecom industry regulation.
