On the situation of our country enterprise human resources management lacks the strategic plan, the staff troop structure is unreasonable, lacks the outstanding technical personnel, the education training investment serious insufficient, staffs knowledge and the ability level wait for the enhancement, the technical personnel drains or flows causes the very big losses to the enterprise, lacks the effective drive and the restraint mechanism, the staff enthusiasm is low.This article discuss the challenge, the difficult position and the human resources development tendency which faces from our country enterprise human resources administration center embarks, to the individual intelligence capital and the organization capital growth mechanism, the individual intelligence capital to the organization capital transformation, the effective way which as well as the individual intelligence capital and the organization capital grew has conducted the research, proposed one kind of new human resources management researchframe--based on the organization capital human resources management. The keypoint is promotes the individual intelligence capital to grow, and transforms the individual competitive advantage as the enterprise competitive advantage.The three key elements of individual intelligence capital are knowledge, ability and enterprise. What is most important for the corporation to enhance the individual intelligence capital is to provide the staffs a good enterprise environment. As to the individual, however, he/she should have some important characteristics such as the strong enterprise, the ability to learn in different ways and the acute insight to capture the events, even during the period when the enterprise undertakes favorable development, that can greatly affect the development of corporation, thus promoting the development of other staffs and the enterprise by the creative self teaching.The new knowledge of the enterprise comes from the individuals and the key activity of the company is to transfer the knowledge of the staffs to the customers. This transmission is embodied by encouraging the knowledge creation of theindividuals at the all levels of the organization and transferring the individual intelligence capital to the organization to transform it into organization capital, which is, from the technical staffs' perspective, the principal of the growth of organization capital.This article also has conducted the real diagnosis research to some gane of staff and technical personnel's individual intelligence capital growth, and has carried on the discussion on the team intelligence capital formation and the management question, has carried on the forecast to our country human resources management prospect.
