Improving public sector's performance is always a basic goal in public management pursuit, while perfecting motivation mechanism is effective means in solving public performance dilemma, strengthening clerks'duty, improving their enthusiasm, activity and creativity. As Human capital theory was proposed, perfecting drive mechanism gradually becomes hot topics among modern pubic sector's human resource management areas all over the world.Contemporary Chinese government attaches great importance to officials'motivation, after central authority proposed"people-oriented", perfecting public sector motivation mechanism rapidly became a hot topic of the whole society. It has achieved some results not only in the theory but also in practical application, especially the development of the civil system lays a solid foundation for the perfection of public sector's human resources motivation mechanism. However, because of the affection of traditional motivation theory, there are still several problems in staff motivation. So how to perfect public sector's human resources motivation mechanism, how to improve public sector's credibility and execution becomes quite important. This paper's final aim is to explore perfecting reasonable basis and basic path of the public sector human resources motivation mechanism on the basis of its problems and causes.This paper puts forward the corresponding measures to improve our country's public sector human resources drive mechanism from incentives, personnel management and scheme culture construction. These views have certain summation, direction and exploratory, it maybe helpful for improving our country's public sector human resources drive mechanism and promoting the healthy development of the course of socialism.
