In order to assess the application conditions, results and scope, existing problems and improving direction about the development of technology suitable for sugar grinding in October, the evaluation on the development for the technology of matching sugar grinding in October was conducted in order to provide a base for the extension of this technology. The methods of RRA and PRA were used in the evaluation study, and the reserch methods consist of secondary data collection, individual interview, group interview, questionnaire survey, scoring and ranking, and case study. Main findings reveal that:(1) The technology of sugure grinding in October is advanced, ripe and operationally easy. The central part of the technology is the adoption of the early ripe sugarcane varieties aiming at grinding in October. The technological system integrates planting the early ripe sugarcane varieties, adjusting planting period, fertilizing reasonablly, early field management, using ripener and strengthening the management of sugarcane harvesting and transportation.(2) The technology can be adopted in the area with suitable conditions. The factors affect the adoption of the technology are as follows: (i) sugar content in sugarcane and ripeness of the cane crop; (ii) the market prices of sugar and sugarcane in October and related incentive measures; (iii) sugarcane average yield and total output of raw cane; and (iv) sugar mill management The technology will not be adopted unless the above conditions are satisfied. Particularly, the first factor mentioned above is most important.(3) Powerful measures were taken and outstanding results have been achieved in the technological extension. A large number of strong measures were accepted in the courses of development of the technology including forming a project technological group, staffing, drawing up proper policy and budgeting funds through communication and exchange, and taking measures of demonstration example for technological extension. Significant effects and economical profit were gained in adopting the technology, which can raise sugarcane yield, sugar content in cane, cane production and induced production structure adjustment. The accumulated economic benefit has reached 113 million Yuan. Now the technology has been adopted in over 10 sugar mills in Guangxi and Guangdong.(4) The main issues existing in the technological development are (i) there is a need of how to further improve the technology development system; (ii) a need of maching policies of encouraging the technological development, and (iii) how to strengthen the management of sugarcane harvesting and transporting.(5) There is a realistic significance of the technology application for sugar production and the rural economy in the sugarcane growing areas. The merits are: (i) earlier grinding and earlier annual entry to the market of new sugar products; (ii) prolonging the grinding period and enhancing the work productivity and the effective utilization of equipment; (iii) solving the conflict of lacking grinding capability with traditional concentrated harvest of raw sugarcane; (iv) lower the quantity and quality loss from freeze injury of raw cane; and (v) proper income increase of sugarcane growers due to the increases of both sugarcane yield and price.Based on the results of this biudy, the author propose recommendations as to extend the technologyin the sugarcane growing areas with suitable conditions in Guangxi, Guangtong and Yunnan so as to promote the sustainable development of sugar production and rural economy of our country.
