We pay much attention because it relates to the economic vein of the our nation, and daily lives.The state-owned business enterprise have already started from the 1978, and more than 20 years experienced three reformation stages including the stage of " extending the right of business enterprise independence", the stage of " business enterprise contract system" and the stage of" establish the modern business enterprise system". Especially the target of " three years take off", brought up in 1997, had been achieved. Those brought the new way of thinking, and obtained the substantial advance with develop. Though there still many obstacles in the way of reform. Particularly along with the entry of WTO, the flowing in of international capital, and the change of intelligence government, all made the leaders continuously have to consider new reformation project, take new measures of the state-owned business enterprise reformation prudently.So how to obtain the larger breakthrough reform? This essay tried to resolve this problem, Based on the present condition of our country state-owned business enterprise and German Viger company 's experiences, we try to analysis problems from the four most influential factors such reforms as the reform from the company's right, the ownership of a share construction, market environment, and unemployed population. We look for the direction of reforming. We give some suggestions to deal with the realistic problems by WTO and make full use of the intermittent period of implementing the all WTO contacts, beating the war of a time, obtaining the larger development to gain a beneficial position of winning in the competition of world globalization.
