1. The studying significance of the thesisAs the key component of financial expenditure, purchasing expenditure plays a very important role in deciding the utilization efficiency of financial funds. As the content of purchasing expenditure, governmental purchases play a part in strengthening management of financial expenditure and improving the utilization efficiency of financial funds by standardizing purchasing act. Since governmental purchasing system brings role of governmental purchases into full play in the standardized and institutionalized condition, it is of great significance to set it up. And the government purchasing system has begun to bear fruit.China's government purchasing system doesn't work well due to its congenital deficiencies and shortcomings. So it is necessary to reform government purchasing system in the light of China's economic and social progress. We may solve the problems existing in current government purchasing system in an effort to make it one with Chinese characteristics, incorporating perfect legal system, scientific and rational organizational system, institutionalized purchasingprocedures, effective purchasing method, disciplined supervisory mechanism and restrictive mechanism by referring to the framework of government purchasing system, assumption and suggestion on government purchasing system put forward by the author in this thesis. With the standardized government purchasing system, we may give full scope to functions of "amplifier" of utilization efficiency of financial funds, functions of "regulator" of macro-economic development and those of "controller" of reducing corruption. At long last, the establishment of government purchasing system promotes the establishment and perfection of socialist market economy. Thus, it is of practical significance to study the reform and innovation of government purchasing system. 2. Basic thinking and logical structure of the thesis The basic thinking about studying the reform and innovation of government purchasing system: Starting with the theories, present condition and existing problems of China's government purchasing system, using international experience and practices for reference, the author makes a study on the basic thinking about the reform of China's government purchasing system, puts forward the systematic framework of improving and innovating governmentpurchasing system. Moreover, the specific suggestions and assumptions about choices of purchasing methods, systematic management and constructions of laws and regulations have been proposed in this thesis.The basic thinking about reforming government purchasing system: Bringing role of competitive rules of market economy into full play, we can realize the fair and just government purchasing activities. Simultaneously fair and just governmental purchases will enhance effectively market competition. The legal system of governmental purchases should be further improved; the supervisory mechanism of governmental purchases perfected; the organizations of governmental purchases established and improved. Other necessary reforms should be carried out.3.
