| In the 21st century,with attention of mankind switched from the exploration of natural resources to the exploration of human resources, human beings with various kind of ability have become the primary resources in economic and social development. In fact, the current competition of general national power is nothing but a competition of human resources among nations. Education and cultivation of a sufficient number of qualified laborers and personnel through implementing personality education has become a key to the survival and development of a nation. With its dominating position in the implementation of personality education, ideological and political education plays a key role in the cultivation and development of human resources. As an interdisciplinary study, the present paper combines the study of ideological and political education with the study of human resources. Il includes two special basic points to make: first, it intends to make an overall and systematic introduction to the place and role of ideological and political education in the development of human resources; second, through an in - depth study of the mechanism of ideological and political education, it tries to find out the proper way by which ideological and political education may be conducted more effectively in the development of human resources. As a tentative study the paper has its theoretical and practical value in which it helps to broaden the scope of ideological and political education. Specifically, the paper is made up of three parts:Part â… is an account of the basic theories of human resources development. First, it introduces the fundamental theories of human resources studies, including the definition, the essential qualities, the configuration of human resources, and the process and characteristics of human resources development. Second, it gives an in - depth account ofthe theory of " an overall development of human beings". This part presents the theoretical rationale for the thesis, which will be developed fully in Parts II and III.Part â…¡ discusses the function of ideological and political education in the development of human resources. Starting from a discussion of the essential attributes of ideological and political education, it shows the relevance of ideological and political education with the development and cultivation of human resources, Through the analysis of such aspects as morality, learning, competence, intelligence, and physique in the configuration of human resources, the paper gives an overall, detailed and deep interpretation of the prominent place of ideological and political education in the development of human resources.Part â…¢ is a discussion of the mechanism of ideological and political education in human resources development. Through an analysis of " the educational mechanism" and " the managerial mechanism" , the paper thoroughly analyses the operational mechanism of ideological and political education. With especial attention to the characteristics and requirements of human resources development, the paper puts forward a number of constructive suggestions for solving tough issues, such as how to strengthen the adaptability and effectiveness of ideological and political education, etc. . |
