On Probing Into The Countermeasures Against Increasing Stalemate Of Peasant Income

Increasing peasant income is of vital importance to the overall situation. After acceding to WTO, our country's agriculture will become one of the industries that are pounded most seriously. So we have to attach much great importance to this problem. But our country's peasant income is always in the stalemate from 1977 to now. It is an inevitable outcome of the development to certain stage of our agriculture and agriculture economy. It has profound inner reasons such as putting into agriculture inadequately, descending of agriculture products prices, decreasing of peasant income channels, not doing our best to adjust the structure of agricultural products, the peasant quality not too high and their burden too heavy, etc. To solve the problem, we have to start with two parts. For the one part, we have to probe into all kinds of effective short-term countermeasures such as accelerating circulation of the right of land use, moving on land scale in management and actively attracting investment from industrial and commercial enterprises to agriculture. We have to correct the agricultural polices such as applying the green box policy in WTO rules to strengthen agricultural protection and support, speed up adjustment of agricultural products structure, well-distribute agricultural regions and actively develop outer-oriented and foreign-exchange-earned agriculture. We have to energetically support leading enterprises and give aid to construction of agricultural products bases that can evolveindustrialization management to accelerate the impetus to agricultural industrialization. We also have to brace up villages and towns enterprises once again and accelerate the construction of small cities and towns to add the channels of increasing peasant income, etc. For the other part, we also have to pay more attention to ensure the long-term sustainable increase of peasant income such as by all means enhancing peasant qualities in science, technology and culture, speeding up the development of labor sources in rural areas. We have to conform to the new trend of world agriculture, carry out the strategy of vitalizing our country by science and education in an all-round way and push forward agricultural industrialization energetically, too.The paper consists of four parts:1.an introduction to means of increasing peasant income;2.the manifestations and reasons of increasing stalemate on peasant income;3.the recent overall means of increasing peasant income;4.the long-term ideas of accomplishing the sustainable increase of peasant income.
